New PapersTo contribute to ongoing discussions of nuclear power as one among other high-hazard enterprises, these two papers and one invited comment develop particular themes of my book, "Shouldering Risks: The Culture of Control in the Nuclear Power Industry." Each also is directly relevant to issues of national security, as demonstrated in the 9/11 Commission Report and the report on intelligence relating to Iraqi Weapons of Mass Destruction. A knowledge-centered significance culture is also indispensable for reducing uncertainties about intelligence sources, integrating their information, and assessing its significance. But again, specializations and bureaucractic complexity, neglected evidence, and balkanized turfs, as those reports reveal, can work against that. |
